Enable me: Unfortunately, my time is limited on this planet so it's unlikely I could app more than one character; what's even worse, my head is full of ideas, so I might need some advice when deciding on one. I might end up writing blurbs for two other candidates, those being Mitama Yakumo from Puella Magi Madoka Magica (or its spinoff, to be precise) and Ann Takamaki from Persona 5, but feel free to enable me for either of those here, too!

Blurb: Your friendly neighborhood magical girl coordinator, Mitama is peppy and cheerful, always smiling and ready to tease or joke ─ to the point where people aren't entirely sure when she's serious, if ever. The truth of the matter is the events of her past have left her extremely bitter and resentful towards the surrounding people, at which point she made the fatal mistake of becoming a magical girl after wishing for [retracted for spoilers]. Having no ability to fight herself, she set up a shop for other magical girls in the city, acting as a big sister-ish kind of support in their battles and insisting on remaining a neutral party in whatever drama happens.

Blurb: While she may be a bit of an airhead at times, you'd be hard-pressed to find a person kinder and more empathetic than Ann. Despite having been shunned her whole life by her peers for her mixed-heritage look, she remains lively and positive, ever the loyal friend to those who reached out to her. After she experienced some really awful stuff at her school, she decides to become a thief stealing hearts of bad people in hopes of giving courage to people who can't fight back against the unjust society and abusive authorities.
Starter Pokemon: Purrloin or Fennekin!
Legendary Pokemon: Cresselia or Reshiram would work pretty well, I think.
Plans: Finding out what is going on with those weird occurrences and saving the world while at it sounds like a job for Phantom Thieves! Plus, contests are kind of like modeling I guess?
Also, as a note, I'm still in the middle of my Royal playthrough while remaining completely unspoiled and clueless about what happens in the third semester, so whether I'd app her from there or vanilla version depends on how fast I can rush through all those Palaces, hahaha...
